The board of Adams County Commissioners met in regular session on June 9, 2015 at 6:30 p.m., with the following members present: Brian Baldridge, Stephen Caraway, and Paul Worley. Clerk Becky Brodt was also present. The meeting was opened with prayer and the pledge of allegiance led by Commissioner Stephen Caraway.

The minutes of the previous regular session were approved and spread upon the pages of the Commissioners’ Journal. Roll Call Vote: All yeas.

It was moved by Paul Worley and seconded by Stephen Caraway to approve the Juvenile Court Grant Agreement and Funding Application between the State of Ohio Department of Youth Services and Adams County Juvenile Court, upon the recommendation of Chief Probation Officer Joyce DeMint. Roll Call Vote: All yeas.

It was moved by Brian Baldridge and seconded by Stephen Caraway to approve the FAA Grant 3-39-0112-009-2014 Pay Request No. 7, upon the recommendation of Facilities Director Sally Hayslip. Roll Call Vote: All yeas.

It was moved by Brian Baldridge and seconded by Paul Worley to approve the Amendment to the Purchase of Service Contract for the Adams County Job and Family Services and Adams County Juvenile Court to provide administrative duties for the Summer R.E.C. Program, upon the recommendation of JFS Director Sue Fulton. Roll Call Vote: All yeas.

Germany Hill Road residents met with board to discuss concerns about current road construction on Germany Hill Road. Those present were: Bob Bentley, Betty Bentley, Judy Morrison, Debbie Morrison, R.E. Baldwin, Ric Pferfer, George Hecwig, Beth Frazer, Mike Frazer, Nancy Orth, Brenda Emery, Lee Pertuset, Deputy Engineer, Mike Hughes, and Charles Grove, The Peoples Defender.

The residents brought up the following concerns:

• Public safety and emergency vehicles getting to residents in a reasonable time.

• Why the road way was not ditched first, and why crusher run stone was not used?

• Difficultly driving due to the #304 stone.

• The residents feel the road has been neglected for the past 10 years.

Deputy Engineer Lee Pertuset addressed the group and explained the project and the following timeline:

• Mr. Pertuset explained that the State of Ohio allowed money for the project which is required to be used within a certain timeline. The funding was to be used to repair the roadway as a result of the ODOT State Route 247 project.

• The County was going to just repair the soft spots in the road but then decided to repair the entire road.

• Mr. Pertuset explained the scope of work to group, 304 stone will be the base layer. The next layer would be (possibly #67), and then chip and seal within 60 days.

• Mr. Pertuset reassured the residents that the stone application should be completed this week or next.

The County Engineer plans to pave Germany Hill next year.

The opening for the Alexander Salamon Airport Hay Bid was held in the Commissioner Office at 7:00 p.m. One bid was received from Moo Moo Valley Farms Inc., at $26.00 per acer for 25 acers for a total of $650.00. The bid was accepted and will be reviewed with legal counsel. Those present for the bid opening were: Tom Little

EMS Director Etta Sparks met with board to discuss personnel, purchasing of a new squad for Adams County EMS, and the EMS Levy.

It was moved by Brian Baldridge and seconded by Paul Worley to approve Josh Gift as an Adams County EMS Volunteer, upon the recommendation of EMS Director Etta Sparks. Roll Call Vote: All yeas.

It was moved by Stephen Caraway and seconded by Paul Worley to approve the EMT basic training and books for David Stephenson, upon the recommendation of EMS Director Etta Sparks. Roll Call Vote: All yeas.

It was moved by Stephen Caraway and seconded by Paul Worley to authorize the EMS Director Etta Sparks to enter into a purchase contract agreement with McCoy Miller for the amount of $169,113.00, for the purchase of a new squad for Adams County EMS. Roll Call Vote: All yeas.

It was moved by Stephen Caraway and seconded by Brian Baldridge to approve the support letter to Senate President Keith Faber to retain changes made in the House version of House Bill 64 for appropriations to the Appalachian Local Development Districts. Roll Call Vote: All yeas.

It was moved by Paul Worley and seconded by Brian Baldridge to approve the Proclamation Honoring the 200th Anniversary of Jacksonville. The Proclamation will be presented at the ceremony on Saturday June 13, 2015. Roll Call Vote: All yeas.
